Sep 14, 2015 7:12 AM in response to uratadzeby Niel,If you're the device's original owner, take the device and its original purchase receipt to a physical Apple Store.
If not, but you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.
If neither of the above applies, you can't activate the device but may be able to get it refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

Sep 14, 2015 8:57 AM in response to uratadzeby Roger Wilmut1,If you take the phone to an Apple STore (phone to make an appointment) together with the previous owner's original purchase documents (assuming he bought it new), a copy of his death certificate, and proof that it is now your property, Apple may unlock it for you. That is the only way it's going to get unlocked. Failing that, I'm afraid it's permanently useless.
