When I look at 'payment information', none is there and is selected but when I then go to 'country/region', there is only the ooption for credit cards, how do I select none? I only want to update my free apps from other regions, why does Apple need to make this so difficult?
After you enter valid payment details you will get the 'none' option and be able to remove them : Why can’t I select None when I edit my Apple ID payment information? - Apple Support

When you change the country or region of an existing Apple ID, you must provide a payment method and update your billing options. If you want to remove your payment method after you change the country or region, you can change your payment information to None.
I don't have to (and won't) provide payment information (all I want to do is update FREE apps). I have changed stores plenty of times in the past and have never had to provide a credit card, all I have done is select 'none' on payment information, it however it not currently listed at present.
You are in the country that you are trying to put on the account ? You have to be in a country to use its store, otherwise you are violating the store's terms.
If you are being prompted to add payment details then you will need to do so, you can remove them after entering them

Yes I am in the country which is the App Store I want to use. Violating the terms is a ridiculous claim.
Even though the apps are free they may be restricted by the developers or governments for use by people in certain geographical regions. Apple uses valid country-specific payment information for verifying residency, though you can delete it so you do not actually have any payment form in the database. That is why you need to enter payment information.
Whether you have or haven't to do so in the past is irrelevant. If you are in the country that you are trying to change to then try contacting iTunes Support and see if they can/will help.
it could be worth looking at android then, I dont believe they are so restrictive.
