Q: My Photo Stream not working iOS 8.4.1

Update 1: I have the devices on the same wifi network. The devices were disconnected and reconnected to the network, and a hard reset was performed on the iPhone. The issue persists.
Original post:
1. I am unable to sync photos across devices using My Photo Stream on iPhone. Turning the service on does nothing: photos on the device do not appear in the My Photo Stream album on the iPhone. Additionally, photos appear in My Photo Stream that originate from another iOS device (iPad) logged in with the same Apple ID. These photos are visible in the My Photo Stream album from both the iPad and iPhone. So, photos from the iPhone do not sync across both devices, but photos from the iPad do sync across both devices.
2. Only the most recent 6 photos from the iPad show up in the My Photo Stream album instead of all 30 that are on the device. So, the service isn't syncing all available photos, and less than 1,000 are available to sync. There is 2GB of storage space available in my iCloud account, and roughly 60 photos to be synced in total (30 from iPhone, 30 from iPad). Most photos are not HDR, there are no videos, and Upload Burst Photos is turned off.
Devices are iPhone 6 64GB, and iPad Air 2 16GB, both running iOS 8.4.1. Both devices are connected to WiFi, both devices have been turned off and back on, the My Photo Stream option has been selected and de-selected and photos deleted from both devices multiple times. iCloud Photo Library is turned off on both devices. Any help with the above issues is appreciated. I tried searching for solutions before posting but didn't find a thread that dealt with this specific problem, especially under iOS 8.4.1.

Update 2: After updating the iPhone to iOS 9, My Photo Stream appears to be working normally, and I no longer experience this issue. Marking this thread as closed despite the underlying problem never being identified.
