If you do not have a TimeMachine backup to restore from, you will need either an install DVD if your previous Mac OS X was Snow Leopard, you you will need to restart the Mini holding the Command and Option and R keys so you boot from the Apple servers over the internet. You then follow the procedure of using the Disk Utility from that boot version to erase the hard drive and then Install Mac OS X. Before doing this, make sure you backup your applications and data so you can restore after the reinstall is finished.
