I Need help downloading a free app from App Store. Store will not allow due to a problem with a prev purchase. Credit card info is correct, just no money on the card right now

Correct the problem with the previous purchase first. If you owe money
for a previous purchase, you will have to pay the owed balance before you
can update any apps or download anything including free items. Contact iTunes
support for assistance.

In most -if not all - locations, cards that you have to add money to are no longer accepted.
Downloading free app in App Store and it won't allow me to due to a problem with payment method. Method is correct, I just don't have any money on my card right now
