sometime between now and tonight at midnight. nobody would know an exact time.
I'd upgrade. It will become available pretty soon. Check this article:

The update is usually available starting at 10:00 AM Pacific Standard Time. But as Templeton Peck mentioned Apple never commits to a specific time. That way if something goes wrong at their end they are covered.
My question was: should I upgrade today as I have a beta iOS9.1 already on my phone?
Can you tell me ,how did you downloaded the beta for ISO 9 on your phone if you don't mind ?

iOS 9 Beta is part of the Beta program for people who have secondary devices. There is no need to get it because iOS 9 will be released today (if it hasn't been released already).

I have iOS9.1 ( beta ) on my iPhone. SHOULD I download the upgrade today, when its available? Should I download the upgrade over my beta version?

When it is released, backup your iPhone, erase, and restore from backup. It will restore with the Alpha version, not the Beta.

I apologize, my information is correct. The only way to get out of iOS 9.1 Beta is to erase your device and set up as new or wait for the 9.1 Alpha release. I realized it shortly after posting, but this is the first time I was able to let you know.
