I Have had that issue before and doing this worked for me....
Go to settings
Then safari
then choose “Clear History and Website Data”
after you do that....double click your home button and force close safari (swipe the safari window 'up')
then turn urn off your device wait about 30 seconds and turn it back on.....
I Hope this clears it up for you....
