Only the credentials that were used to log into iCloud and turn on Find my iPhone can be used to activate the device.
If you purchased it used, contact whoever you bought it from. They will have to remove the lock. Activation Lock is a theft deterrent system designed to make a lost or stolen iPhone useless to anyone other than person it's registered to. It's quite effective.

If you can't do that, you will have to contact Apple directly and speak to someone in account security, or take the phone along with the original proof of purchase to Apple to have the lock removed.
