Is the new NEWS app available on the iPad Air with IOS 9? I have it on my updated iPhone 5s but not on my updated iPad Air.

News is a built-in app (red icon) with iOS 9 on the iPad.
You might want to do a Spotlight Search for it if you can't find it since it is compatible with the iPad as well as iPhone.
Yes, I understand. I see it on my iPhone 5S with IOS 9. I don't see it at all on my iPad Air with IOS 9. I did a search for it and still cannot locate it. Thank you.

I live in Japan, but if it's on my iPhone 5S it should also be on my iPad Air.
Try going to Settings > General > Reset > Reset Home Screen Layout and see if that finds it.
You can also go to Settings > General > Restrictions and see if a restriction is placed on the app.

I don't have Restrictions enabled.
The iOS 9 manual says that it's not available in all countries, but I haven't found a list saying where it is - I'm not seeing it on my iPad here in the UK. You are using the same id on both your phone and iPad ?
Thanks, yes I'm using same ID and password on both devices. I've been in Japan for 24 years and I've been using Apple computers since 1993. Never had any ID outside of Japan.
According to a couple of sites that I've found it's initially available in the USA, UK (so in theory I should have it) and Australia - if that is the case then you shouldn't see it on your iPad nor iPhone.

I have an iPhone 5s and iPad Air 2 from Canada. News app installed to 5s and functions, but does not appear on iPad Air 2.
Same problem here. I'm from Canada and I updated my iPhone 4S and my iPad Mini to iOS9 -- both using the same Apple ID.
The results...
Very odd as I'd much rather read this content on my iPad than on my iPhone.
Furthermore, it replaced my Newsstand app with a folder containing the magazine apps I'm subscribed to.
Apple, what's the scoop?!
I have the very same problem. I'm in Canada have an iPhone 6plus and mini iPad both with the news app. However my ipad air 2 does NOT have the app!!
I see an update to ios 9 coming soon.....
Go to Settings>General>Language & Region. Check that Region is set for United States. Shut down iPad and restart it and the News app should be available on one your screens. Read this tip from someone else, and worked for me.
I can confirm the above method works, however when you switch back to canada the app disappears. Changing your location also changes the location of the App Store which affects content/purchases. Although this method is a fix, inturn it causes a break and is not a viable solution.
Oddly enough, my iPhone has always had the location set to Canada and the news app did install an runs fine!
Why they would make this app location dependant, I have no clue --- news does not carry distribution rights like movies or tv programming!
