It has since been added by the Unicode consortium to the Emoji character list, and as such added by Apple to its Emoji keyboard so is now available.
There is no such thing. Why do you think there would be one.
I've read all over the internet that it would be coming with iOS9

Your mother had Apple remove it from the version of iOS 9 on your phone. 😉
The new emojis do no debut until the iOS9.1 update that will release in November. If you got iOS 9 beta, you would have the emojis.
