If you go to "Settings", then "iCloud" settings (after the section that starts with 'General', then scroll down to "Find My iPhone", and toggle it to "Off". Worked fine on my 4S when I did it.

For goodness sake's.... after doing the whole 'restore' process with my 4S yesterday about 5 times, and always getting blocked by the same 'Slide to Upgrade' screen, it finally worked this morning. I actually had iOS 9 on my 32 G 4S. Worked fine, good speed, but it didn't have any of my apps or my content on it, so I went to restore my iPhone from my backup through iTunes. Guess where I am again? Back to the same 'Slide to Upgrade' unresponsiveness again. This is crazy.

Apple has finally acknowledged the issue and provides this page for the fix:

If the Slide to Upgrade screen won't go away after you update to iOS 9 - Apple Support

Edit: Sorry Emanuel Fernandes, didn't see you posted the same thing on a previous page.

if you are facing the white light dead screen issue with never sliding slide to upgrade option.  keep your new version of itune opened on your desktop or laptop .  Just put iphone power button for a while till your screen becomes black , connect your cable to your computer and hold the home button of your phone for 10s atleast, it will connect your itunes and ask for update or restore . choose restore option and just wait for a while it will boot and load ios9 as a fresh new phone , all data will be lost ! If you get an error that  " go to icloud settings on your iphone and turn off find my iphone before restoring your iphone" . log into this site https://www.icloud.com/#find and remove your iphone from find my iphone application as currently it will show your device offline . disconnect your device and close itunes .  Then again repeat the above mentioned steps it will work ! it worked for me . Hope it helps to people who cannot download ios8.4.1 as i upgraded from ios7 to ios9 on iphone 5s 16gb and after doing all above steps and losing all my data i am now on ios9 , but losing all data and applications seriously ***** !!

[ To save data try first connecting your phone to your  laptop (windows as i have) and see the update in my computer as it shows when we plug in any new device . see if you can navigate inside from there and save all your images and videos stored . it fluctuates but works if you try some number of times . Any data being stored in any additional application will be lost definately as it happened for me for few camera applications . ] . Atlast phone is functional !.

If you are stuck - and apples solution doen´t work - This is a fix that works - if not try again!
Connect data cable to computer - start iTunes - hold power and home until device reboots - on the splitsecond when the screen turns of release the power button - but keep holding home button until iTunes finds the phone and then release home - then restore!
Next step hasn't been verified yet - but an idea! When going through setup and chosing wifi and typing the password for the wifi network - give the device app 15 seconds to connect to the network before pressing next!

It really ****** me off that Apple disciples think that it's just fine that the suggested solution from Apple to a problem is simply restoring your top-dollar product to factory defaults and spending the better part of a day in the process.

Does it not annoy you that Apple apparently have not performed the slightest in-house testing of IOS 9 prior to releasing it to their loyal customers??

As far as I am concerned Apple are no longer any better than the Android programming crowd - "hurry, hurry hurry, let's get the next new thing out there so that we get ahead of our competition - screw testing - let the millions of customers figure out how it works".

It should really be Apples problem. My advice is to take your malfunctioning product in to one of those churches with the blue shirt flunkees and let them fix it on their clock - not yours. If your car was returned with the wrong fuel in the tank after a service and it didn't start - would you say "that's ok - I'll drain the tank and fix it myself?"

I am definitively through with Apple..

I tried to fix it according to the official apple link. It worked up to step 3, but when I tried to make a manual backup I received the following error message "iTunes could not back up the iphone because it has not been setup yet". Anyone has  a solution?

I have an I-Pad mini and have the same problem with the slide to upgrade screen, I have tried reloading 5-6 times from the I-Tunes on my computer as outlined by Apple but having spent hours of waiting I always end up with the same screen. Can anybody assist or can I take it to the apple store to rectify ?

IOS 9.0 software update is a killing machine for your iphone and Ipads

This Buggy Ios 9.0  update costed me 1 iphone and 1 ipad mini .

Both devices are bricked for good ...

I have discussed all possible solutions with Apple customer support but they were not able to resolve the issue

    This is very very disappointing...

I never expected this level of quality from Apple ..

Keep it the good work to brick millions of devices you have sold in the past

    Very disappointed Customer

It seems like everyone on the planet is having this issue. My installation completed (iTunes says it is so) but I cannot get off the last screen. A quick fix is being demanded Apple!

iTunes shows the update to iOS 9 was successful. All my stuff is there and everything is good. My thought is this. Right before the release some Yahoo, probably responding to a QA problem, "accidentally" added a useless extra slide to upgrade page, but because it doesn't do anything or go anywhere. You just get stuck. How do we start pounding on the virtual castle doors at Apple???
