Read some earlier posts and download the iOS 8.4.1 IPSW file from the linked site.... then RESTORE by holding HOME button until prompted to hook up to iTunes. From the restore/update page hold ALT/OPTION button while pressing RESTORE, and you go to finder to locate the ISPW file (get the correct iPad version) and it restores to iOS 8.4. Then you can reload your back-up of all your stuff from the last back-up.
I'm guessing from here you can try the iOS 9 update but via wifi or from the iPad after its settled down.

Sep 17, 2015 4:34 PM in response to Dmitrij7by King of GCSE,Don't think it's 'alt' on Windows. Sorry can't recall, but try googling restore from ispw file. Assuming you have downloaded the correct ispw file from somewhere and it's in a known location on your PC.

Apple Engineers contacted me for my logs so they are definitely working on getting this resolved. They didn't say whether or not this was wide-spread, but it affected enough of us to wonder.

Enough for them to write a support article on it: If the Slide to Upgrade screen won't go away after you update to iOS 9 - Apple Support. Note that it also says an iOS update to fix this will be coming soon.
