Q: Notes for iOS 9.0 isn't syncing with Notes for Mac 10.10.5

After upgrading iPhone 5 to iOS 9.0, I noticed that items created on the iOS Notes app aren't syncing with items created on the Notes for Mac OS X 10.10.5. What I've tried so far:

Disabling and re-enabling Notes syncing via iOS iCloud setting
Disabling and re-enabling Notes syncing via Mac iCloud setting
Logging out of iCloud and removing all iCloud data from Mac, and loging back into iCloud on the Mac

Any ideas?

Doug,

While you can upgrade your notes now on your iPhone, iPad, or iPod touch with iOS 9, you won’t see the new features on your Mac until you download El Capitan

I'm not concerned with the new features in Notes for the Mac, I just want Notes for the Mac items to sync with iCloud – they are not. iOS Notes app and iCloud Notes app stay in sync, but items added to Notes for the Mac do not appear on Notes for iCloud or Notes for iOS (and items that appear in iOS notes and iCloud Notes app do not appear in Notes for Mac.)
