Sep 26, 2015 9:33 AM in response to Lawrence Finchby dglis30731,I have spent the last 7 days doing everything I have seen, heard and read. I've been to the Apple Store and the Verizon store. I've put in several bug reports and several feedback items. I've been on the phone with AppleCare and Apple Support for 20+ hours. I have also been sending/receiving emails from a Senior IOS Advisor at Apple AND have sent her several links to this discussion. They ARE aware but will fix this problem on THEIR schedule, not ours unfortunately.

I guess I just need to wipe and start over. Sigh. I don't know why I updated so quickly. I don't normally do it and would never do it again. I am going to hold off for a few days, hoping they fix it, but seems as if they have no intention of doing so.
Is this the norm with Apple? They don't address these types of issues?

Sep 26, 2015 10:34 AM in response to Turkoby kerbear22t,I am on iPhone 5s. Updating to iOS 9 was fine. Yesterday I updated to iOS 9.1 and now I have the issue. When I go into some apps like Google Maps and I also tried Maps, I open the app and it says No network connection. I go into cellular settings toggle the switch "back to green" it shows green. I close out of the app, reopen try to search and it says No network connection. I go back into cellular settings and the toggle is back to off. I tried to close out of app before changing the cellular settings for the app and it still doesn't stick to on. I've manually shut down, I've did a hard shut down, uninstalled and reinstalled the app... Nothing is working. I've also noticed my phone just seems more "glitchy". Nothing in particular but annoying. I would love for this issue to be fixed soon.

The norm with Apple (and any other competent developer) is to first perform triage; find out how widespread a problem is, then find if there is a workaround. Then if it IS widespread and there is no acceptable workaround it is necessary to find out why a few users have this problem. That's almost impossible if they can't duplicate it under controlled conditions. So if you DO report it directly to Apple (not in this forum) they may ask you (or other users) for diagnostic information. If you declined to save diagnostics when you set up your phone it won't be you they contact. Assuming the best case, that the problem has been identified, it is next necessary to find a way to fix it. Then you must apply that fix, and "regression test" the fix to make sure you didn't break anything else in the process of fixing the issue. All of this takes time. And the regression test is especially important, because you are going to release an update that will be installed by over 300 million iOS device users. So chances are they are addressing the issue, but haven't completed all of the steps.
It's complicated by the fact that it is not an iOS 9 issue; it has been reported in iOS 8 and iOS 7. So it's a really obscure problem.

Actually, you're incorrect. This has not been reported on IOS 8 or 7 (toggles that don't stick), and it's easy to reproduce.
If you simply disable cellular data for an app before performing the IOS 9 upgrade you will experience the problem. That's why the only workaround is to set up the phone as a new phone, or to restore a backup where the toggles aren't disabled.

I had several apps disabled before I updated. After the update I can still turn those apps both on and off again, and it sticks in whatever position I left it in. So it is clearly NOT easy to reproduce.

My son's iPhone 6, purchased the same day as mine, DOES have the problem with the apps, both Apple and 3rd-party, refusing to maintain their cellular-use settings ever since upgrading to iOS 9. This has rendered both Maps and Google Maps (and several other apps) useless for him. The mapping function is critical for his work, so this weekend, he must scrounge up an automobile GPS unit. This is no small expense. Upgrading to iOS 9.0.1, predictably, did nothing to resolve the problem.
I cannot get any idea of how commonly this bug manifests itself from forum posts, but I can say that it's common enough that I can't believe that it wasn't discovered in beta testing.

Sep 26, 2015 5:22 PM in response to cheeks1988by yesha98,i had the same exact problem on my 5s, everytime i tried to turn on my cellular data for something it would autimatically turn it off. it was very annoying but i was planning on getting the 6s soon so i wasnt really that worried about it. i just got the 6s today and im still having the same problem!!! im so frustrated, all my cellular data is off and its not allowing me to turn it on so basically my phone is useless other than making calls lol. apple needs to fix this asap!
