Yes. The cellular data toggle is working after iOS 9.0.2 update.
But I have noticed another issue.
After 9.0.2 update or as matter of fact after iOS 9 update - any new app which I install, or delete an app and reinstall, it does not appear in Settings->Cellular data list. So these apps will always be toggled ON for cellular data and if I want to toggle it OFF, then I do not have the option.
Is anybody else facing this problem?

Sep 30, 2015 6:37 PM in response to HondaFitby Frank310,I'm also having the same issue even with the upgrade to 9.0.2. I toggle cellular data to OFF, then go to Restrictions, Cellular and check off not to allow changes but when you go back changes can still be made.

Oct 1, 2015 7:35 AM in response to Turkoby 22chelle9,I was told that restoring the phone to its original state(backup) after resetting it completely does not help at all. I just updated my phone with the beta software hoping to see a difference.

I have restrictions for cellular data set to "don't allow changes" but I can still change individual apps on or off in cellular data. The only way they are "greyed out" is if I turn off cellular data then they are obviously "greyed out" because cellular data is off, now if I turn cellular data back on they still stay "greyed out" but when I close settings and reopen cellular data the individual apps can once again be turned on or off although it still says "don't allow changes" under restrictions for cellular data.
