I had to go into Settings>General>Restrictions and then disable restrictions. Restart the iPhone. Set all of the settings that you want to be "locked" after reapplying the restrictions. Then go back in and enable restrictions again. Now, when I go back to Cellular Data, the apps' toggle switches below are now grayed out.

Just tried it. Didn't work for me.

It may seem like it worked but if you close "Settings" and then open it again and go to cellular data the toggles will no longer be greyed out

Nov 24, 2015 1:46 PM in response to pcuniteby mattsnod,I thought I had found a solution by restarting the phone, but the restriction on cellular data usage for the apps does not "stick." Sometimes they're grayed out; sometimes they're not. Apple needs to fix in a patch update.

I don't think it's worth doing a bug report. I recently read that Apple has vast numbers of unmanaged bug reports, it is a waste of time for us to submit more. We need a celebrity to complain about this bug.
I do think that, contrary to what is often repeated here, very long discussion threads do get some attention. Perhaps if we get his one to 45 pages the bug will make it to a March 2016 update, or at least be part of the iOS 10 queue.

There has never been a way to manage WiFi data usage. There should be a way to control cellular data usage SETTINGS which is not working, and which is what this thread is about.

If an app is taken off from memory by force quitting - then that is the way to make to sure the app does not use data anymore. Toggling cellular restriction is broken so is the terminate but not stay resident options for non-native apps. These 2 x iOS underlying features appears to be broken in iOS 9 update. It is immaterial whether the data usage is from cellular (3G/LTE) or wifi (802.11b/g) hardware interfaces of the phone.
