Sep 20, 2015 3:57 PM in response to Turkoby qzwx123,I had several apps turned off for using cellular data before installing IOS 9 and after upgrade I could not re-enable use cellular data for those same apps and have it stick. As soon as I left the settings screen for this, they would go back to their disabled state.
I contacted Apple support yesterday (9/19) and no one knew about the issue. A restore of IOS 9 would enable them to work but as soon as I restored the backup it would turn off cellular data for the apps and keep them off.
Ken, a senior tech advisor said my backup was corrupt. When i questioned him because I did not believe the backup was "corrupt", he hung up on me. Cant be that the problem is in IOS 9, it has to be something else. He said he was trying to help me, I pretty much believe that anyone who says they are trying to help me isn't doing a very good job of it if they have to try to point it out. Kind of like a car salesman saying he is working hard to get me the best price.
Yes, pretty obvious I'm still bugged about this as I ended up restoring the phone to IOS 9 and then reinstalling the apps from the app store. It took 4+ hours to get the phone as close as I could but still missing call history, text messages, etc.

Sep 21, 2015 6:11 AM in response to Turkoby juliemccurdy,i filed a bug report form but i couldn't type in the entire problem - field was limited. also, the response says this... they wont event contact you. I contacted Apple support via phone on Saturday and they said there was only one other incidence of this reported that they could see. i have tried everything except deleting the entire phone and doing a full restore - which makes me nervous. Also, as i was thinking back, i realized that my 4s did this with an upgrade right after they announced the 6/6plus release (except that wouldn't connect to WiFi or cellular after doing the full restore). now my 5s with an upgrade right after the 6s release date announced. this is really annoying and not why i buy apple products.

Sep 21, 2015 6:13 AM in response to Cadreinby juliemccurdy,did you restore from icloud or itunes? i haven't done a backup to itunes in months and when i spoke with support, they said icloud backups are not working correctly and they wouldn't trust a backup from the cloud.

I upgraded my iPhone 6 to iOS 9 from 8.4.1, and I happened to be roaming in Canada at the time. I had only one application enabled for data (WhatApp) when I did the upgrade. All the rest were set to OFF.
Now I have done the upgrade, and I am back in the UK.....only WhatApp works when using mobile/cellular data. If I try and enable the apps - they just return to OFF as soon as as I leave the mobile data interface.
Thanks so much Apple. You've turned my £400 iPhone 6 in to a very expensive paperweight. My phone is COMPLETELY useless unless I am on WiFi. This is a very serious bug that should have been caught during testing. This is not some beta release. Completely unacceptable - shame on you.
Need a patch please ASAP!

Discovered the bug during routine preparation for tomorrow. This is seriously crippling and potentially dangerous as my data for Google Earth is blocked off and I rely on the application to safely navigate the mountains.

Sep 21, 2015 8:23 AM in response to Turkoby cheeks1988,I am having same issue, the thing is, previous applications that I have allowed to access cellular, I can turn off and they stay off. applications that I did not allow to access cellular before ios 9 update cannot be turned on. it looks like I can turn on and off already enabled apps, but not vice versa.
has anyone figured this out? should I take my iphone to apple and get a new one?

A restore from backup seemed to fix the issue for me. I'm still on iOS9 but whatever the issue was appears to have gone away.
Worth a shot.
