I have the same issue on my iPhone 5s. I wanted to use iTunes to download a song but iOS prevented me to turn on mobile data usage for the iTunes app.
I cannot believe that a bug like this has made it to the end user.
Beside this bad bug, my iPhone frequently freezes or even reboots for no reason.
Apple, keep your quality under control. Only 6 months to go before I can go to a new phone. Will that be Apple? Unfortunately, I'm not so sure anymore.

A colleague at work was kind enough to offer his personal hotspot for me to reset my phone. I've reset my phone using General > Reset > "Erase all content and settings" without connecting it to iTunes. After the wipe, I am unable to reproduce the symptoms of this issue.
Things I have tried with a fresh install (no App Store downloads)
- Turned off cellular data for all apps individually
- Enabled restrictions, disable Carplay and In-app purchases
- Turned on cellular data for Settings app to update settings with iCloud account
- Turned off cellular data for Settings app
After completing these steps, the problem does not occur.
Things to try to reproduce the issue:
- Install App Store applications and modify cellular data settings
- Connect to iTunes to sync music, then modify cellular data settings
- Connect to WiFi and disable cellular data for all apps individually, then turn off WiFi and modify cellular data settings
These are what I did yesterday that led to the issue resurfacing.
Anyone with any other ideas to reproduce the issue, please feel free to state them. Without a reliable means to reproduce the issue, I doubt Apple developers can do anything about it.

Hope they find a solution soon.

Sep 22, 2015 4:01 AM in response to Turkoby Liyah J.,I upgraded to iOS 9 on Saturday and started having this issue on Monday. I called Apple and they had me do a reset for network and all settings. Nothing worked. I went to my Verizon store and they gave me a new SIM card. That didn't work either. Fortunately, my phone is still under warranty and they are sending me a new phone. I will NOT be upgrading to iOS 9 until they release an update to fix this. I don't normally update to a new iOS until they have worked out all the kinks and this is why. Lesson learned.

i wouldn't discount this as an issue seeing as so many other people have experienced it, and you yourself experienced it on a clean install the other day. All this suggests is that it's an inconsistent issue, based on some kind of variable, which we sort of already knew. For example, some people are experiencing this only on their iPhone, others on their iPad, I'm experiencing it on my iPhone but not my iPad.
@AlokekumarIndia glad to hear it's considered a known issue at this point.

He experiences it on his iPhone 6 but not the Plus.

Sep 22, 2015 8:07 AM in response to Turkoby anderswx,I also am experiencing the same problems. I restarted my phone, turned off LTE, turned on airplane mode, and none of it worked. I also turned on the diagnostics feature.

Sep 22, 2015 8:22 AM in response to Turkoby ashlez2,UK apple support just confirmed it is a bug, and advised that software engineering is working on a fix. He said he hoped the fix would be ready within a couple of days, but wouldn't give an exact time frame.
Apparently when you toggle those switches it does some sort of verification with a server (no idea why), and the verification is failing - hence it returns the switch to the off state.
