Q: IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?

Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

i think for the time being  , uninstalling the app and re-installing it should solve the issue until a permanent fix is out.

Thank you ashlez2, this is what many of us have been waiting for. (1) Confirmation of the issue by Apple (2) approximate ETA of fix

UK apple support just confirmed it is a bug, and advised that software engineering is working on a fix. He said he hoped the fix would be ready within a couple of days, but wouldn't give an exact time frame.

Apparently when you toggle those switches it does some sort of verification with a server (no idea why), and the verification is failing - hence it returns the switch to the off state.

Reinstalling the apps doesn't work - tried that.

I'm chatting with Support right now, and "There is an issue with 3rd party apps that Apple is aware of and working on a fix. However, this does not pertain to all of the apps."

FWIW, I am having trouble with all apps, including Mail and Safari.

    Diagnostics are on!

And I have an iPhone 5S, model ME341LL/A, country USA

APP TOGGLE ISSUE IS SUCH A PAIN IN THE ARSE!!! Upgrade to iOS9 was such a big mistake.

I've reset Network settings, and Erased all Settings, but I haven't done a full overhaul. I just don't think it's worth it.

It's not just third party apps. I have the issue with App Store, FaceTime, and Music, for example. All 1st party Apple apps. All of which I turned off cellular for as I neared the end of my billing cycle to avoid data overage charges.

hi @jspence444 I have the same issue with all apps and told the support rep that it was not just third party apps. On my second chat with a support rep, he told me that Apple is aware of the issue. Hopefully we'll get a resolution soon.

Also, for everyone reading, if an Apple support rep asks to reinstall iOS 9, don't bother. I did it just to see if it would work, but it didn't change any of the glitches.

It appears to me that whatever applications had cellular turned on or off at the time of the iOS9 upgrade, remain that way, and cannot be toggled to a different state (if it's ON, you can't turn it OFF; if it's OFF, you can't turn it ON).

If you reinstalled WITHOUT RESTORING FROM BACK UP then it works.

You have to set it up as a new device for it to fix the issue. The corrupted cellular.db file resides in your backup file. If you restore from backup you are putting the offending file back onto your phone which solves nothing.

I just spoke with James from AppleCare Canada. He spoke with a senior level tech and confirmed that Apple is aware of the issue and is actively working on a fix.

    So everybody hang tight.

In the meantime, let's help them: (1) turn on the option to send diagnostic data from your phone to Apple, and (2) leave a comment on this thread with the model number of the device your experiencing the issue with.

IIt's simpky not acceptable that I have to update my device without using my previous settings...

it is true that if my device "lives" only in Apple environment, then I can simply wipe my iPhone and install iOS9 as for a new device...

But the trouble is that many "pro" like me use their iDevices in very complex ststems...

    Just to provide an example:

I manage a network of Macs and iDevices, sharing services like iCloud, iCloud Drives, Dropbox, Google Drive, etc.

Even if I decide not taking care of anything but Apple devices, if I erase one of the affected iDevices (let's say my iPhone), I will have most likely to go on ALL the connected devices to re-enable the password keychain...

Sonetimes it's easy, but some of my devices are in foreign countries... So the option is to hire somebody abroad to sit in front of my device and set back the keychain (and I don't trust nobody but me) or I should buy a plane ticket to go there and fix...

If Apple is so kind to pay, I will do it gladly...

I have exactly the same issue and I think is a bug Apple need to fix right now, because it´s really a problem when you need an app using cellular data and you can´t activate it
