I cant get wifi calling on my at&t iphone 5s with ios 9

I think I'm having the same issue. It's not about being in an area that it's not available. I don't even have an option to toggle it on in my settings menu. I go to Settings>Phone and there is no listing for WiFi calling.

The support website says it is available in iPhone 5c and later. I have an iPhone 5s and they were released at the same time. Is iPhone 5s not considered later than iPhone 5c?
