updated ios9 screen stuck on slide to upgrade

I upgraded to ios9 a bit ago and it says it is complete but that there are a few more steps and then the phone freezes on the slide to upgrade screen.

Below is the sequence of events and I complete them as follows

1) After a hard close it pops up slide to upgrade. I do so and enter my passcode

2) The apple icon comes up with a line underneath. The line populates and the Hello screen comes up.

3) I slide through that screen and it says update Complete: Your iPhone was updated successfully. There are just a few more steps to follow, and then you are done! I hit "Continue"

4) Says Choose a Wi-Fi Network. My network is there and I choose and click next.

5) A white screen with "Slide to upgrade" comes up and I am stuck. I cannot move from this screen. I can't slide. If I do a hard close it loops me back through the above.

Please help!!!!
