Q: Failed iOS 9 Update?

I was just chatting online with someone and I got disconnected about 3 times, so I'm going to ask you guys for help.

I was in the middle of an iOS 9 updated and I left my iPod alone and plugged in. I came back to a connect to iTunes logo on my screen. I plugged it in, but iTunes didn't open. I restarted my computer and plugged it in and receive the following error message

So I tried a different cable and I am still getting this error message. I tried uninstalling all apple related programs and reinstalling iTunes and got nothing. It shows up as unknown device in the device manager. It showed up as an Apple Device once for me. Now it's this
i'm not really sure what to do at this point. So if anybody could lend me a hand, I'd really appreciate it.
