I updated my iPhone 6, iPhone 5, iPad 3rd gen. & iPad Air 2 to iOS 6 (using iTunes, not OTA) and I have not a single issue.
The only thing missing is the News app which is available only in the U.S.

Sep 17, 2015 7:39 PM in response to sparta81by J.arenson,i just updates my iPhone 5s to ios 9 (which was a disaster, stuck on slide to upgrade for hours) and now can't sync to iTunes. It says that I don't have the latest version, but I do! Not sure how to fix this or if apple is working on it

I went to the store, searched for all of my apps ever purchased, selected downloas all. It downloaded 400+ apps, then I manually deleted the ones I dont use, so now I have all the apps I need in my iTunes. Also checked automatic app download in iTunes preferences, so all the newly installed apps will be downloaded to iTunes automatically. It is one solution until Apple provides a fix for this.

Sep 18, 2015 2:03 AM in response to sparta81by mintchocicecream,I cannot sync apps (or app updates) from my iPhone (5c) or iPad (Air) on iOS 9 to my iTunes (12.3) and experimented by deleting all apps off iTunes and trying Device – Transfer Purchases.
None of it worked and when I was on the iOS 9 public beta, apps never synced with iTunes 12.2 either – so I wonder if the change is by design – that is, Apple finally realised that as the size of iOS apps increase, it will soon take up the whole SSD on the average MacBook? After all there are only a few limited scenarios where backing up apps to iTunes is actually useful, most of the time it is just apps taking up hard disk space...

I'm guessing it might be a free account vs paid account due to Apple Music, issue.. I will wait for you to update us before drawing conclusions.

Cannot transfer apps from iPad (iOS 9) to iTunes (12.3) though I do seem to be able to install and remove apps via iTunes providing those apps are already in iTunes. It looks like iTunes can't see what apps are installed on my iPad though as apps I've installed on my iPad but aren't in my library don't show up. 2014 Mac Mini with OS 10.10.5. iPad Air 2. A serious bug I would say.
