I never stated that the problem doesn't exist.
I stated that it is affecting a small percentages of users on older devices (based on users reporting in here, probably much less than 1%)
I have updated both my wife's iPad 2 and my iPad 3, TWICE (to iOS 9.0.2), with no issues to either devices.
I can make this comment because it is completely true.
Older iPad users that upgraded and had no issues aren't coming to Apple troubleshooting forums to report their good news.
If you update with your iPad connected to a computer sync'd to iTunes and your iDevice has, at least, between 6-8 GBs of free storage space, or more, left and the iDevice has more than 50% battery life, you have a higher chance of a successful iOS upgrade/update.
I have never trusted the Over The Air (OTA) method for doing major upgrades/updates as anything can happen to data over a WiFi connection/data transfer.
Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
How much free storage space is left on your iPad? If it is less than 3Gbs of space, you may want to consider backing up your iPad and start deleting items of a your iPad like reducing the amount of music, movies and photos as a good start.
If you have any eBooks or eMagazines, these take up a lot of data storage space,too!
Then, consider removing apps that you no longer use or use infrequently to gain additional storage space on your iDevice.
if you are still having issues with your IPad, I would suggest bringing your iPad into an Apple Store to see if they can fix/solve your issues?
Make a backup of all your data ( iCloud, iTunes or some other method ) before you bring it in for diagnosis and possible fix.
Again, good luck to you and I hope you can get your iPad back to normal operation.

After trying all techie suggestions, visiting the Genius Bar, restoring, reinstalling, i finally gave up and had accepted the slowed down iPad. Then, today I decided to switch the wall paper from a moving bubbly one, to a still flower. INSTANTLY, my iPad started functioning at its normal speed as it was before the IOS 9 upgrade. It's fast again. So, if you have a moving wallpaper, change it. Hopefully this can solve everyone's problems!

Oct 3, 2015 4:13 PM in response to jenniferfromolatheby MichelPM,The "moving wallpaper" effect is part of the visual eye candy that has been part of iOS since iOS 7.
If you do not want to have any visual motion-like effects happening on your iDevice (which, btw, does affect performance of iOS devices) you can change this in the Settings App under General setting, Accessibility, Reduce Motion and set this to "On".
Your iDevice performance should increase appreciably.
I forgot that I have had these "eye candy" effects reduced on both my wife's iPad 2 and my iPad 3 since iOS 7.

This is the one thing that immediately fixed my iPad 3 so it would perform normally again after IOS 9. No other suggestions except this one worked.

Oct 3, 2015 7:06 PM in response to MichelPMby khushalbhadra,Well my update was absolutely successful plus I have like 4 GB free on my iPad Mini, I even reduced all the settings as mentioned considering I know it's an old iPad. Even tried the reset but its still pretty slow. The most irritating part is when you are typing and there's a lag for the characters to come up.

This is found in the Settings App, General tab in the left column.
Look in the right column under Accesibility and tap it and look down the list for Reduce Motion and set this to "On".

I applied hard reset to my ipad mini (1) a few times, and deleted all applications, leaving more than 20 GB of free space.
Safari - key app for me- is not working properly.
iPad is not under warranty.
iPad is not important, possibility of a product -which you love to use and carry with you all the time- being end of lifed in your hands ( practically with an update) is important.
I just installed another browser to make it at least half usable again.
I respect Apple for their beautiful products, but I will not trust blindly to apply any update released from now on.
Btw. Apple was the only company I trusted this much until this issue

I've also turned to off all spotlight search options, and multi finger gestures (which didn't really help that much on iPad mini 1 anyway as the only 'multitasking' upgrade was the app switcher revamp). I also turned off any location services that were not essential. I now fairly regularly delete all safari history and cookies. The key board now works a lot more responsively, even as I type this. I am definitely no techno geek, but I think it's about keeping the meagre RAM as clear as possible. I wouldn't call the iPad 1 slick by any stretch of the imagination, but I think I have it back to about usable....

Updated my iOS to 9.02 and my iPad which is super speed became very very laggy and extremely slow. I could barely do anything on the ipad since it was not very responsive. I tried everything below, but none of it helped:
- Hard Reset (Sleep and home button)
- Reduce Motion
- Reduce Transparency
- Turned off Siri Suggestions
- Turned off background refresh
- Closed all my unused apps
- Did a fresh install of iOS 9 through iTunes
None of that worked, but then I read that resetting my settings (General>Reset>Reset All Settings) and it worked!!!!! My ipad is blazing fast again.
I hope that works for everyone.

My original ipad is next to useless it is not supported an longer as it cannot be updated nor are there many if any apps that can be used on it, all. Can do is email photos to it to store images. I purchased a mini ipad one 16gb 2.5 years ago and it has been running fine up until I decided to upgrade the ios to 9 over the weekend, i was running 7 before but since the upgrade it is laggy and sluggish, i wish i had not upgraded the ios but i felt i needed to because sadly in time this ipad will also become defunct because soon apps will no longer be supported on ios7 or 8. Apple just want us to buy new every two to three years which is a costly excercise bearing in mind the expense of their products. I do have a mini ipad two running ios9 which is better and 128gb memory so i hope this will survive a lot longer, but i feel App,e shoukd consider older ipads cant cope very well with new ios upgrades!!!
