What program(s) are you using to view these files?
Each file you save to the device needs to have an App that can open it.
The iCloud drive could be an exception to this. But then again it's not on the device.

Sep 18, 2015 6:14 PM in response to damaagby Mars1912,I am having having the same problem. It occurs for me when I tap on a docx. link in Safari. Unlike in IOS8, I am now unable to open said link in Pages. This was previously done via a menu at the top of the page a la the one used to ad pdf documents to iBooks.

Download Mercury Web Browser Pro from the App Store (it's free). Open your PowerPoint in the browser. Once it has been opened, a message at the top of the screen will ask you if you want to download it. Select download. Then go to the browser's setting (a button at the right top of the screen - the one with three horizontal lines). Then click on files. Your document will be there. Select your document. Your document will open and at the top right of the screen there will be a button (a box with an upwards arrow). Select that, and that will give you the option to open your document in another app.

adding to that I can't even open a keynote document in keynot from safari any more.... Only save to ibooks which doesn't help much at all.

Sep 20, 2015 9:52 PM in response to Deekynby bradeggleton,Same issue here, I work at a K-12 school and many of our students have updated their devices to iOS 9 and are now unable to download resources and attachments from our online portal. This is going to cause a major headache for our teachers as students will not be able to complete assignments and access class materials.
I'm going to contact our Apple education rep to see if they are aware of the issue or have a workaround...
I'll update this post if I get any information
