Turn off iCloud backup on iPhone
Turn off apps that are backing up to iCloud
Restart iPhone
Delete backup on iPhone
Restart iPhone
Re-backup to iCloud
Worked on my iPad too.

Oct 9, 2015 12:16 AM in response to Javababeby tomfromtooele,Had the same problem. Apple is really sloppy with iCloud these days and this will be my third device upgrade that would not easily backup and restore with iCloud. Basically iCloud backups have been pretty useless for me for a couple years.

Oct 10, 2015 1:20 PM in response to saeed.aymanby MoXoM,Fantastic! I've been struggling to update my iPhone 5 since iOS 9.0.2
I followed your instructions and know all is fine
I always backup/sync my device to my iMac everyday and then to iCloud once a week.

Oct 11, 2015 7:58 AM in response to Yottby Gauteb,I tried a lot of the suggestions on forums and what Apple support suggested when I called them, nothing helped on either my iPad or iPhone, I could not get backup to iCloud to work, and my pictures weren't uploaded to the photo stream.
Both my devices are set up to work with our corporate mail/calendar etc, they have some restrictions but it had never affected iCloud backups or photo upload.
What I did that eventually fixed the problem was to delete the configuration profile and MDM configuration in "settings- general - Profiles and units". Then I enrolled to the MDM solution again, which reinstalled those profiles.
After this both my iCloud backup and photo stream works fine again, and of course my corporate mail :-) Happy now.

Oct 11, 2015 11:15 AM in response to leJuan5150by JuSTBLeSSeD,I Don't know what the **** happened. After I actually had this issue corrected, I had a problem with my HomeKit configuration so had to restore my phone and set up as new. But even after that the back ups worked. Sometime over night something happened and now receiving that error message again - last back up could not be complete

Oct 11, 2015 8:58 PM in response to leJuan5150by Chriskolb311,I Deleted the old backup on I cloud drive, did a hard reset...
what really helped was signing out of I cloud and signing back in before updating.
it took 10 times but it finally went through...
I think the apple server got h0t...

Oct 14, 2015 4:08 PM in response to saeed.aymanby zAxesef49ers,I followed as directed but it keeps on failing. Although it may appear it's actually working, and even turned-off the lock-screen as someone had suggested. Now my iCloud back-up has zero data. Good thing I backed-up into my Mac first.

Oct 14, 2015 4:15 PM in response to leJuan5150by WellWill,The problem is that both your iPhone AND iPad are backed up to the same iCloud account. Now that iOS9 is big, we all are noticing; while back in the smaller iOS8 days, both backups were small enough to fit within the 5MB iCloud limit.
The work-around seems to be to create 2 Apple IDs and associate them with two iCloud accounts, one for each device. That's kinda a bummer because we all want to share stuff with ourselves. My feeling is that because I paid Apple good money for two devices, they should double the basic iCloud storage I get from them for free. My work-around achieves this, but it's inelegant and cumbersome. Apple apparently don't see things that way, or at least hasn't yet thought it through, so they are inadvertently encouraging me to split my apple identity in half. By doing so, I diminish that premium apple experience that I paid extra for. Ironic.
