I've been following this topic for a while now and decided to register. Unfortunately I still couldn't find a working solution for my iCloud to finally backup. I already tried every solution proposed on this thread and not even the DNS change helped. I don't have problems in deleting the old iCloud backups or backing up manually on my mac through iTunes. It just won't finish the backup (automatic or manually enforced) to iCloud.
Does anyone knows if Apple is aware and dealing with this situation? I am hoping for an update to fix it... This is really bad. And I am also aware of other people with the same problem (just not that eager to solve it as I am).

Correction for iOS device: Settings > iCloud > Storage Area > Manage Storage
Your backups reside in Manage Storage. You can delete your iOS backups there.
I am very sorry for people who still can not do iCloud backups even after changing to Google DNS servers.
But I am very happy to announce that today, I did another 2 successful manual and 2 automatic
iCloud backups in a row in 4 consecutive days for my iPhone and iPad !!!
Google DNS fix works, for me. !!! (By the way, this Google DNS fix does not only works for me,
it also works for 2 more person. Google DNS fix already works for total 3 person (including
original poster of this fix), on this thread.
I was also suffering , not being able to do automatic or manual iCloud backups, before
I did change my default ISP assigned DNS numbers to Google Public DNS numbers.
For people that Google DNS fix not working:
I am just guessing that: May be just may be, your local ISP (Internet Service Provider) has some
thing to do with this issue. May be there is too much iCloud backups requests are coming to your
ISP, and may be your ISP throttling the speed of your iOS device's access to iCloud backup servers.
So that your connection to iCloud backup server, time-out after some time, and your backup fails.
You may ask me now:
How come you do successful iCloud backups after you changed your
ISP assigned default DNS servers to Google DNS servers (8.8.8.8, 8.8.4.4) ?
Well, some ISPs (depending on your location), can also block access to
iCloud backup servers, even though you changed your default ISP DNS
servers to Google DNS servers. It is a possibility. As I said, I am just guessing.
In my case: My local ISP (Internet Service Provider) is obviously allowing access to
iCloud backup servers while using Google DNS servers on my iPhone or iPad.
P.S.
As, I said before, I may be totally wrong about my guess about, why iCloud
backups do not work for you. It may help, if you contact your ISP helpdesk,
and ask about this issue.

There is Apple's feedback webpage, you can report a bug about your iPhone.

You can report a bug report, by filling the form.
P.S. But I am not sure if it is an iOS bug or DNS related issue.
Since, iCloud backup is working fine for me, after I changed
my DNS settings to Google DNS servers.

Thanks for the link, I will fill out the form.
As for it being an ISP related issue, I don't really believe that is the case. I actually work for my ISP provider and that is not the information I gather. Also, it only is an issue since upgrading to iOS 9.
I know other iPhones (family and friends) at home and work (where the internet is also provided by my ISP) and they backup to the iCloud just fine. This is really weird.

I also had the same problem as I repeated many time in this thread. But after, I changed my iPad's DNS servers to Google DNS servers, I tried manual iCloud backup, and my iPad immediately responded me with a text, saying: "Your iPad's last backup to iCloud was: Oct/23/2015". Which was a last backup, before I upgraded my iPad to iOS 9.1 from iOS 8.4. This also shows that my iPad immediately started communicating with iCloud backup server, after I changed my DNS servers to Google DNS servers. Before then that, it never gave me the message like: "Your iPad's last backup to iCloud was: Oct/23/2015".
This shows that: my iPad was not communicating with iCloud backup server, before I changed my DNS settings, and my iPad immediately started communicating with iCloud backup server, after I changed my DNS settings to Google DNS servers. How can you explain that ? Do you understand what I am saying ? I am really curious to find answer to this question. Any one ?
How can you explain that for me as someone who works for your local ISP ? I assume, you are a technical person. Would you care to explain me in detail ? I am looking forward to your reply.
Google DNS fix works for me again ! Thank you to the poster who provided this Google DNS fix.
I love my iPad, iPhone, and now I also love this Google DNS fix, because my iCloud backup really really works now, for me and two others !
I really wish for people to find solution, to this frustrating and annoying, iCloud backup problem, as soon as possible.

Actually, before I deleted my backup (as one of the solutions to the problem indicated to), I could see that last backup information. If I go to iTunes, I can still see it.
I'm not a technical person, I work in Marketing. Therefore I am not able to understand the details of the problem. Nonetheless, I speak regularly and have friends in more technical areas of the company and they tell me that the probability of our network being responsible for it is indeed very very low. I also asked for their help and they are trying to think of something: there are others with the same problem I do and you did, even though the majority has iCloud working just fine.
If they come up with a solution I will share.

I have been able to backup on my iPad Air 1 and my iPhone6SPlus with no problem. I recently restored my PC and decided to backup to iTunes and it went thru the authorize computer routine and I did a backup of both devices to PC.
I then set both devices on my counter and set back to iCloud backup. My iPad Air 1 sucessfully backed up but my iphone6S Plus just tries to start and the wheel turns but ends up saying "failed to backup". I have a successful backup from yesterday so it only started today since my iTunes backup!!!! Did iTunes break it or something? My iPad Air 1 is backing up right now but my phone is playing stupid!!
I have tried the reboot, the hard reboot, the turning off and on of iCloud. Nothing works. I do NOT wish to update to 9.1 and that nag screen is almost enough to make sell this (expletive) phone and go to android!! Just kidding but seriously, what is up with the nag screen I hate it! Put the flag on settings fine but quit nagging me to update to a broken version!!
Anyway, back to iCloud, is there a selective problem with iCloud? I don't want to delete my last iCloud backup for fear I won't be able to back up again. I took the chance and deleted my icloud backup for my iphone 6S Plus and then turned backup back on and voila, it worked.
I guess something got screwed up from doing the itunes backup. Really weird. Oh and I did another hard start and deleted all open items (swipe off the screen) and I think I held my tongue to the left cheek
So, luck of the draw or something buggy? I don't know but at least icloud appears to be working for those UNDER 9.1.
IOS 9.0.1 (iPhone 6S Plus) and 9.0.2 (iPad Air)

my issues got much better after updating to 9.1 and performance greatly improved overall. I don't know about any loss of features you mention by upgrading, I didn't notice that. I don't think you're doing yourself any favors by staying on the version you are currently on as that's the version I had loads of issues with. That nag screen may be trying to tell you that you really should give 9.1 a try. Up to you though.
That being said, there is a real issue with some iPhones being unable to back up and Apple support admitted this to me over the phone when working on the matter but never could explain why. It's only hitting a certain group of us. How we get into this group is unknown. There doesn't seem to be a common denominator here.
All all in all its a very frustrating issue for all of us. You can try the fixes here but updating may be the fix for you or it may not be. You've gotta try all options currently on the table because each one seems to work for a certain group of us. Good luck.

I just had to find out about the backup issue the hard way. Smashed my iPad screen, and did an iCloud backup - that was still working, and the iPad indicated latest backup yesterday. I got the iPad replaced at the Apple Store today, and trying to happily restore from my iCloud backup, it told me the last available Backup is from September 21st.
That's not good.
Do the other backups exist anywhere? Have they been uploaded, when the iPad told me so?
This is so not good.

This happened to me. Apple could only see backups dating back to September 18th which I believe was right around the time I upgraded to iOS 9. You may have upgraded around the 21st. Even though it said it was backing up, the backups were lost in some black hole and I was never able to retrieve them and was forced to start anew. As an experiment, I wiped the phone, set up as new and even though that backup was seen, it wouldn't restore. The phone would hang. So even a fresh backup was corrupted. So on with "set up as new" I went Although I was highly concerned and frustrated. Once I did that, all auto backups stopped entirely. I was forced to backup through iTunes once more. Finally, I upgraded to 9.1 the backups worked sporadically. I have since used the Google DNS trick and now all seems to be well but are these backups really backups I can rely on or are they also lost in the ethers? Your guess is as good as mine.
I hope you have better luck than I did and eventually the newer backups do show up. Mine never did. from now on, whenever I'm about to jump to a new device, I'm backing up to iTunes. This is a serious problem that Apple needs to address ASAP.

Nov 11, 2015 2:55 PM in response to enamic5by fromsouth,Setup your replacement device as new and update and then erase. Then during setup you will see your new backup. If you saw message about latest backup completed yesterday, your problem has nothing to do with all that thread.
