Increase Text Size in Safari on my iPad Mini

Even though I am fairly young, put plainly; my vision *****. With iOS 8 I did not realize how bad it was but the font was big enough. Now after I updated to iOS 9 it looks worse to me to compare see below.

iOS 8: The Car Is Red.

iOS 9: The Car Is Red.

I just want to know what to do to increase the size of the font. Please help me soon & Thank you!
