Hand-Writing My Notes on iPad Mini 3?

You should tell us much more about exactly what you are trying to do. You make it sound as if you prefer handwriting text notes instead of typing them, but that is really hard to understand. You probably have some other objective, like including sketches. They can be done using the included Notes app as shown here:

You can also dictate your notes.

But we cannot guess your true motivation.

Naturally, the above assumes you are running a current version of IOS and have reformatted (updated) your Notes since iOS 8.

It's best to go to the App Store, enter notes in the search field, and try them for yourself. A quick look turned up th one below that looks promosing.

My mail's been running slow as well (from the Apple Support Communities). But interestingly, the thread refreshes seem to have been running even slower for me. Sometimes I go out there and cannot see the last two or three responses in the thread.

The Apple Pencil has been advertised as working with the iPad Pro (only).

You're welcome. To echo sberman nothing has been said about the new Apple Pencil working with the mini three so it is very doubtful.

It's a disaster. Without email notifications I wouldn't have known you replied. Some threads show no replys even though there were multiple replys.
