Why explicit tracks are invisible inside albums?

I'm using iPhone 6 with iOS 9.0 in Belarus. Connected to Belarusian Apple Store.

I've made Explicit control enabled in Restrictions section.

Then I open Apple Music application and find any album marked as Explicit.

As you can see, album contains only clean tracks. All explicit songs are invisible.

I have several question:

1) Why these tracks are invisible?

2) Why Apple decides what I should listen to and what I shouldn't? Why the restriction was added?

3) Why Google Music just marks such tracks as explicit and do not offer 2 versions of the same album?
