Since updating iTunes to 12.3 (and my two ios devices to 9) the iPhone Apps pane in Settings shows spinning wheel instead of iPhone pages. This happens regardless whether the iPhone is connected through USB or Wi-FI. The iPad Apps pane works fine. I have tried reinstalling iTunes, restarting iTunes, rebooting iMac and iPhone with no success. Has anyone else seen this?

Good grief. I've been dealing with nothing but Apple issues today for 3.5 hours. Finally get one thing fixed and another pops up.
THIS is the same problem I'm having now. Updated to ios9 a few days ago and Itunes 12.3 today. Only difference is I'm on Windows 10.
Trying to figure out if this an iTunes 12.3 bug or whether it's related to ios 9. Did you have this problem after updating iTunes or ios? I updated both at the same time so I can't tell.
My itunes was working when I updated to ios9. Then a day or two later I upgraded itunes and then the ituens problem started.

I am using Windows 7 64-bit version. Firstly i had updated ios9 using iTunes 12.2xx version. Same pane related issue received. But thinking may be older version of iTunes may cause this issue then tried to update iTunes to version 12.3 but at same time iTunes update issue faced. Unistalling older version and again installing new iTunes 12.3, i had updated the IOS9 again but getting the same pane issue. Now even I am not sure it is the issue with iTunes 12.3 or iOS9.
I too have the app pane spinning wheel problem with an iPhone 6s Plus running iOS 9.0.1 (13A404) and iTunes 12.3.0.44 on a Windows 10 PC. It ruined the experience of setting-up my new device.
