parental locks across all devices

If I set up parental lock for music with explicit content on my itunes for windows, will this apply to all devices on the account so someone cannot download music from their iphone that is on the same itunes account, or does this only apply to itunes for windows on the computer?

If the latter, how do I set up controls across all devices that use the same account?
