Why are backups on iOS9 so huge?

My last backup on my iPhone 5 with iOS 8 was about 2.1 GB. I upgraded to iOS 9 and it was complaining about not having enough space to backup. I paid $0.99 to upgrade to the 50 GB iCloud. The backup finished and it is 7.5 GB!

It looks like a bug in the backup.

It said it was backing up my Photo Library and the size of that library was 2.5 GB. I turned off Photo Library and the size of my backup went from 7.5 GB to 955 MB! I then reenabled and then disabled Photo Library and the backup size went to 908 MB. So it looks like whatever estimates backup sizes is out of whack.

So for anyone experiencing this problem, I suggest you turn off Photo Library or toggle it to see if you can get a size estimate that allows your backup to go through.
