ios9 bug apps reopen after a restart
Bunch of apps open. I close them all and then power cycle the phone. When the phone restarts all the apps are open again.

Same issue on both iPhone 6 and iPad Air 2
No. They don't "open". That is a list of recently used apps, not running apps.
When you double click the home button on the phone or the iPad a carousel of apps that are open appear. Swiping up closes them. Now press the home button to get back to the home screen.
Press the home button twice again does not show these 'recently used apps' as you say - it shows only the home screen.
After restarting the device a double click shows all the same apps in the carousel again. These are the running apps not a list of recently used apps.
Confirmed that this is does not happen with 8.4.1 on my wife's iPad 4
Believe what you want, it won't alter reality.
If you have something constructive to add, please respond. If not, save it. Your impertinence doesn't help, nor is it called for.
Maybe you should try educating yourself you how multitasking in iOS actually works instead of shooting your mouth off.
I noticed the same thing you did but on an iPhone 6S. I also tend to believe the apps are running but I cant find any Apple listed posts that confirm or deny this. I don't believe there is a running program list (like task manager in windows) that we can look at. If you find our more, post your findings.
I'm having the same problem. Also, NOT a list of recently-used Apps.

The only apps that are actually open are the ones with Background App Refresh turned off. Have you tried waiting a minute after closing the make sure they're fully closed before restarting your device?

Afraid I have to disagree here. I have a particular app that's a battery hog, if I force close the app the battery drain stops. If I restart my phone the drain begins again until I force close the app once more even though I didn't explicitly open it after the restart.
Definitely a bug in my opinion.

Then that app is badly written or has gotten corrupted somehow. Unless it is a navigation app or a streaming media aps, it shouldn't be doing that. Try deleting it and reinstalling.
