iPad 2 stuck on progress bar after iOS 9 update

2 days ago, I went to update my iPad 2 to iOS 9. Everything seemed to be working fine, so I left it overnight to update and asked my parents to leave the wifi on overnight so that it would update.

Yesterday morning I woke up and the iPad appeared to have updated (came up with "Hello" and asked me to set up). I went to set the iPad up, and it asked me to connect to Internet. My Internet wasn't available so I assumed it had been turned off after my iPad had finished updating, and skipped it.

However, after having set up, my iPad suddenly restarted. For the last 24 hours it has been stuck on the Apple logo screen with the progress bar, which gets to about a third of the way then suddenly goes back again. I have tried everything; pressing the home and power button, letting it run out of power and recovery mode.

Also, whenever I tried recovery mode, it asked me to allow my computer access to my iPad by responding on my iPad, which I obviously couldn't do because it's stuck on the progress bar.

Have spent hours looking for solutions but have found nothing of any use. Does this mean I need to send it off for repair somehow, or is there something I've missed? Please help!!

I am having the exact problem. Initially the update worked but my Ipad was extremely slow then it crashed. Now it gets stuck on Apple logo screen with the progress bar about 1/4 full. I have force closed and tried updating with Itunes on my home computer. I though it was working but now i'm stuck in an endless loop of it restarting and going to the logo screen.

I'm getting the following message from Itunes "To allow access, please respond on your Ipad." I cannot respond because ipad is stuck.
