I don't want to have to use a passcode to get into my phone just to use apple pay. I may use apple pay a couple times a month but I enter my phone TONS of times a day. is this not possible??

No, the device, if it is using Apple Pay, must be protected with a passcode:About Apple Pay in the US - Apple Support
That is for your own protection and security.
The best you can do is to use Touch ID when unlocking the phone; not exactly what you were looking for but easier than entering the passcode and not too bad once you get used to it.
Use passcode JUST for apple pay and not to lock my phone. Is this possible?
