Cellular data will not turn on for certain apps

Hello,

I am running ios9 on my iphone 6 and I am having trouble turning on the cellular data for multiple apps. I currently upgraded my data package so now I can run high level data, so the apps that follow were turned off before this. Examples would be Wallet, Netflix, hbo to go. When I go into settings for general data and turn the data on, once I leave the screen it turns it right back off. This is for every app that is currently off. I have reset network settings and also reset all settings in general, but still no luck. Can anyone help?

I am having this issue as well. I even did a full restore to my phone and it is not working. Certain apps wont open unless I am using wifi my cellular data wont stay on for them.

The only way to fix this via apple support as of now is setting your phone up as a new phone. You will lose your messages and setting but cannot restore from backup. They told me they have sent the issue to engineering to fix but have no idea how long it may take. Fortunately I didn't have my messages that I cared about.
