How can I change from monthly to annual billing?

Sorry but there is no option to do that. Annual billing is only available to those that were already on it and then only if they don't make a change to their plan. See the quote below from iCloud storage pricing - Apple Support

If you're currently on an annual plan, you'll continue to renew annually at that rate. If you select a new monthly plan, your annual plan won't be available to you.
