Hi Kappy - some users in the UK have been saying they are not getting it, those in Canada are not getting it (I know, Canada is not the US).
Strange that merely resetting the country/region to US will install it, so much for the app store being smart.
I just updated to iOS 9.0.2 on my iPod touch a couple of weeks ago, and the news app still didn't show up. Can anyone ask apple if they can put the news app on my iPod touch in the next software update? Also, can you ask apple about when the news app will be available in all countries? I would like to learn how to use it.

Where are you located?
It is easy to add the "app". However, the actual newfeed is only available in a very few countries
I am located in Canada.
