Sep 24, 2015 1:23 PM in response to 540perryby canford,Or simply back up your Outlook.pst, then delete the notes, then do the synchronizing stuff, then close your Outlook and copy the backup back onto your PC.That seems easier to me as long as you know where your Outlook file is kept.

I just found a solution.
I restored my iPhone 6 to its original factory settings through iTunes and updated it to iOS 9.0.1.
Then I restored it from a Backup that I made on my computer BEFORE updating to iOS 9.
After the update and the restore were done, I opened the Notes application and chose NOT to upgrade to the new version.
I've succesfully synced my Notes between Outlook and my iPhone several times. I've made changes on my iPhone Notes and after syncing they have appeared on my Outlook. I've made changes on my Outlook Notes and after syncing they have appeared on my iPhone.
The "Sync Notes with Outlook" box on iTunes is not appearing anymore, but when I sync, the iTunes window shows Syncing Notes and the Notes are syncing perfectly between the both devices.
DON'T UPGRADE TO THE NEW NOTES.
If you did, try to restore your iPhone to a backup made before updating to the new iOS 9.

With this procedure though, I have noticed that attempting to search "notes", will not work; problematic when you're needing to sift through the system to find a specific note.......

a) Apple to sort it out (seems unlikely); or
b) a budding entrepreneur to develop an app for that (most likely).

Sep 25, 2015 10:27 AM in response to JayVee3by wrnrp123,I am going to do exactly what you suggest---wait until Apple sorts this out for New Notes (and probably other iOS 9 bugs). I believe that they will do this because the iPhone-PC-User Market must be enormous.
But in the meantime, I have made a directory called Output 10 Notes and placed it in my (free) Dropbox, where I have it and can view it on the PC and the iPhone. Works great for me. Maybe it's even a long term solution.

I am using Outlook 2013, Win7, iTunes 12.3.0.44 (64bit)
I use iCloud to sync my Contacts and Calendar.
I did NOT upgrade to the "new" Notes.
All of my "non-categorized" Outlook notes were tripled at some point in the backup/sync.
I deleted two of the three "tripled" notes and categorized them.
I copied all of my notes to a new (backup) PST file and closed the PST file.
I deleted all of my notes in Outlook.
I synced my iPhone using iTunes.
The notes on my iPhone were deleted.
I opened the backup PST file.
I copied all of the notes from the backup PST file to the default Notes (Personal Folders).
I synced my iPhone using iTunes.
All of my notes are back on my iPhone!
I added a new note in Outlook and synced, the new Outlook note did NOT sync.
I added a new note on my iPhone and synced, the new iPhone note did NOT sync.
I ejected my iPhone, shut down iTunes, restarted iTunes, and synced, the new notes were synced correctly.
I deleted the above new notes from my iPhone and synced, the new notes were deleted from Outlook.
I added a new note to my iPhone and to Outlook and synced, the new notes were synced correctly.
I deleted the previous new notes from my iPhone, and added a new note to Outlook and synced, all notes were synced correctly.
I added a new note to Outlook and synced, the new note synced to my iPhone.
I modified the same note on the iPhone and synced, the note synced correctly.
The note was:
Note - Created in Outlook
Modified on iPhone
Next, I modified the same note on the iPhone to:
Note - Created in Outlook
Modified on iPhone
12345
Then, I modified the same note in Outlook to:
Note - Created in Outlook
Modified on iPhone
67890
After syncing, the note on the iPhone was:
Note - Created in Outlook
Modified on iPhone
67890
Too confusing to go on from there!!!!!!!!
