Notes are not syncing between OS X and IOS

Strange, since upgrading our two OS X macs to 10.10.5 and all our IOS devices to IOS 9, Notes now don't sync between the OS X devices and the IOS devices. The syncing works just fine between the OS X devices and between the IOS devices, but not across the OS X to IOS divide.

I should add that ALL these devices are using exactly the same iCloud account and all other iCloud items (calendars, contact, photos, reminders, safari and iCloud drive) are syncing just nicely between OS X devices and IOS and across OS X and IOS devices. Prior to these OS X & IOS upgrades this week, everything was syncing just nicely including Notes.

Ideas, suggestions please.

I have tried:

a) turning notes off and back on with both OS X devices

b) signing out and back into my iCloud account on all the OS X and IOS devices.

Thanks

iMac, OS X Mountain Lion (10.8)

Linc,

iCloud.com sees the IOS version of Notes. I do use iCloud to do all my syncing and it has been working a treat until these recent upgrades.

Eric,

How do you upgrade iCloud in the Notes app Separately to everything else? I upgraded the entire iOS platform to iOS 9 and all the apps including Notes have to my knowledge been upgraded. Notes is now different and has extra features like drawing that it didn't have in iOS 8. In settings, iCloud, notes has always been turned on for syncing with iCloud.

Thanks for the suggestions.
