Just got a new iPhone 6s and have this bug too. Went to the Apple Store and the genius assistants were stumped too.
In the OS settings, using the zoomed view rather than standard renders the wallet app properly to fill the phone with no text cut off, but switching back to the standard view will result in a zoomed view of the wallet app.
Same issue here, I can replicate haracas steps also with same result.

Same here. Restored an 5s backup to 6s. No matter if backup was created/restored via iTunes or iCloud.
Apple Watch app, Health and Wallet are affected.

Same issue here. Weather app is also affected. Very annoying. As my boarding passes are cropped...
Having the same issue and the only fix appears to have entire phone in zoom view instead of normal. Hopefully they fix this in 9.0.2 update (whenever that is).
anyone tried making a brand new back up from iOS9 on iPhone 6 and above (after the initial restore from iPhone 5S and lower), then erase everything and restore using the new back up to see if it resolve it?
I did: After initial backup from 5s to 6s, I backed up the 6s with iTunes, restored it, but still that Scaling bug... Annoying...

I also have the same issue with iphone 6s after restoring from iphone 5s backup.
Since this seems to be happening only to those of us going from 5/5s to 6/6s it seems to have something to do with the way the existing passes are stored in the backup. I have a theory on how to fix this but I won't be able to try it until tomorrow. If anyone has time tonight and wants to give it shot let me know if it works.
1. Delete all passes/cards from Wallet (you will probably need to switch to Zoomed display mode to do this)
2. Under iCloud settings toggle the Wallet option to off
3. Create a backup from the new phone
4. Restore the phone from the backup
5. Add passes / cards back to Wallet
Hopefully this will allow the Wallet app to install cleanly since we don't have any data from it stored in the backup.
saratogaspringsjeff, I tried the steps you posted with no success. I even tried to restore factory settings which worked, but as soon as I then restored to my original backup the wallet was back in zoom mode.
