Q: iTunes could not back up the iphone because it has not been set up yet

My iphone 4s stuck on the 'Slide to Upgrade' screen after upgraded to IOS 9. I made no iTunes backup before, so I follow the fix from Apple --

 

STEP3. If you made an iTunes backup of your device before updating to iOS 9, STrestore your device from that backup. If not, you need to make a backup of your device in iTunes, then restore from that backup.

 

But iTunes told me "iTunes could not back up the iphone because it has not been set up yet".....How can I make a backup now?

    there is a bug in language packs install.  iirc the global flag is not set.   So itunes says phone is not set up.

     

    settings->General->Language & Region->iPhone Language

     

    set it to anything then set it back to your language.  your phone should do a mini reset.

    Now you can back up as itunes now sees you have a language set.

    I had never had a problem until this last update....I am using the beta to be released sometime in November and got this error on my iPad mini.  IT WORKED!!! Thanks so much!

    I had the same issue going to 9.1 final.  I was on 9.1 beta.  I pressed the U.S. English language, even tho it was already checked,  then pressed done. The phone went into a semi boot state.  When the phone came back,  Itunes accepted it and backed it up.

    Connect your device to the computer and make sure iTunes is open

    Press and hold the sleep wake and home screen buttons until you see connect to itunes

    Next let go of the sleep wake buttons but keep holding onto the home button.

    Should get a prompt in ITunes to restore
