Exact same issue on my iPad 2.  Says "Just one more step..." then does not take the "swipe to upgrade".  I can power off and restart and log in and see the iPad in iTunes on OSX. Will try a restore, hope to get back the old OS.  Cured of trying a X.0 OS upgrade.

If the Slide to Update screen won’t go away after you update to iOS 9:

thanks, I followed this advice and am restoring iOS9.  The other backup lower on the iTunes screen warned it would only restore data.

The first upgrade by WiFi failed per above. 1h wasted. Thanks to friendly advice here, iPad was restarting and asking for basic configuration including WiFi passcode.

Trying to restore from the backup, now iTunes acts up: "The iPad “iPad” cannot be used because it requires a newer version of iTunes. Go to www.itunes.com to download the latest version of iTunes."  Well, using iTunes "check for update" menu, it tells me "This version of iTunes (11.2.2) is the current version." Probably because I am on OSX 10.6.8.

Must I install iTunes on an, um, Windows machine to recover my iPad?  Or buy a new  Macbook?  Or set up the iPad as new, forgoing the backup I just did before?  Each of these *****, royally.
