I notice you are a new user of Apple Support Communities - Welcome! I hope we see you contributing often in the future.
My understanding of your issue is that since updating your iPhone to iOS 9, the keypad in your Phone app is unresponsive, as well as a number of other places within the app. I know it must be frustrating to be unable to use your phone to make calls. Let's see if we can get you back up and running.
You don't mention if the touchscreen is responsive in other apps or on the home screen. If the unresponsiveness is general, you should troubleshoot using the steps in this article - If the screen on your iPhone, iPad, or iPod touch doesn't respond to touch.
If your issue is specific to only the Phone app, I would suggest a different approach. First, force all apps to quit and try again - Force an app to close in iOS.
If your issue is still present, the next step would be restarting the iPhone - Restart your iPhone, iPad, or iPod touch.
Should that not resolve your issue, you will want to erase the iPhone and set it up as a new device - How to erase your iOS device and then set it up as a new device or restore it from backups.
