Iphone help!!

HELP ME PLEASE!! I have NO other means of communication or anyone to reach me without phone. I am getting the new one but I cant go until Oct without a phone. I have the I Phone 4. (OS 6. something . I'm not able to get the info ) When I plug my phone into an outlet it shows the battery charging then it flashes to the apple logo then to the lock screen. It has the wrong date & time & says searching in the upper left corner. If I leave it alone I noticed that the time will change ( not to the right time ) But if I unplug it it goes back to the time it started out showing. I had it on long enough to notice that ALL my apps have been rearranged & folders I made for them are gone . Im not able to get into my settings or use any of the apps as the phone shuts back down. When I plugged the phone into a laptop it shows battery & flashes the apple logo. It does not go to the lock screen at all. I am unable to get it to give me the option to slide & power off.
