iPhoto does not run on iOS9, the last compatible version for iPhoto iOS was iOS7.
Are you asking about the Photos.app?
In Photos a circle with an exclamation point indicates, that the original image file needs downloading from iCloud. Are you connected to the internet?
have you signed into iCloud with the same AppleID you previously used?

AppleDs are unique and cannot be merged. You can just stop using the one that you do not want.

My older photos all are blurry and have the exclamation point however I am not updated to ios9. I'm just simply curious as to why my photos are no longer in my physical phone memory and now are only in the cloud .. How do I get them back on my phone physically like normal ? I never deleted them so I Don't get why they would leave the physical memory.

Disable the setting "Optimize Storage".

i am on wifi now and have tapped the pictures but the photos still have the ! And are blurry - any ideas?

Then Photos cannot download the originals from iCloud. You may have interrupted the upload to iCloud before it was complete.
Is your iCloud storage large enough to be holding all your photos?

the storage is definitely enough - in settings it says there are 2 photos waiting to upload but not sure how to make this happen

It would help, if you could identify the two photos and delete them from your iPhone.

Oct 21, 2015 12:55 PM in response to Bayneybopby léonie,If your Photos library were on a Mac you could create a smart album with the rule "Photo is unable to upload to iCloud Photo Library". But Photos on the iPhone does not allow to create smart albums. Photos will not upload, if they are corrupted in some way, or if the format is incompatible. Did you save any photos to your camera roll that might be incompatible? Perhaps photos or videos received by email? Or edited in an external editor?
Could you access your iCloud Photo Library from a computer using the web interface at www.cloud.com to check, which photos did upload and which not?

Jan 6, 2016 9:01 AM in response to Melg_1981by santafedla,This may be a bit tedious, but this is the only way I could get them to download. I went to each picture and hit edit. Since the photo can't be edited in the cloud, it started the download.
