I'm the recent update we have the option to optimise the iPhone storage which is when the original full resoulition are stored in iCloud and when you need the photo restored. However if you have no storage left like me it won't let you a access the photo from iCloud again so you are left with a blurry photo with the exclamation mark in the corner, free up some storage space and try again. The photo below is how you can change your setting from the optimise option to the download and keep originals for the future. 😊User uploaded file

i had the same thing happening to me and it was really annoying because it wanted me to connect to wifi in order to download the pictures and see them in full resolution. i figured out that in my cellular i turned off using data in my photos so when i turned ON cellular data for my photos it let me see them without having to be on wifi

I had this problem for a long time. I found a resolution. Go into "Settings". Tap "iCloud" and go down to "Photos" there's an option that says "Optimize iPhone Storage" it causes you photos to be blurry when you have low storage. Tap on "Download and Keep Originals" that stops your photos from being blurry.

Hope this helped

there's an option that says "Optimize iPhone Storage" it causes you photos to be blurry when you have low storage. Tap on "Download and Keep Originals" that stops your photos from being blurry.

But you should only do that, if your iPhone has enough free storage to store all photos locally. You may need to delete photos from your iPhone to be able to store all remaining photos at the full resolution.

iPhoto does not run on iOS9, the last compatible version for iPhoto iOS was iOS7.

Are you asking about the Photos.app?

In Photos a circle with an exclamation point indicates, that the original image file needs downloading from iCloud. Are you connected to the internet?

have you signed into iCloud with the same AppleID you previously used?

how do you get all the photos to just be on your phone's memory ? My older photos all are blurry and have the exclamation point however I am not updated to ios9. I'm just simply curious as to why my photos are no longer in my physical phone memory and now are only in the cloud .. How do I get them back on my phone physically like normal ? I never deleted them so I Don't get why they would leave the physical memory.
