I am sorry to hear you are having an issue with completing the upgrade to iOS 9, I am sure it is frustrating. In order to manage your iPhone running iOS 9 you will need to install a version of iTunes that will work with your operating system. One of these two will do it, depending on your version of Windows -
iTunes 12.1.3 for Windows (32 bit)
iTunes 12.1.3 for Windows (64-bit)
Once the new version of iTunes is installed, I would suggest that you troubleshoot your iPhone issue using the steps in this article - If the Slide to Upgrade screen won't go away after you update to iOS 9.
