Q: slide to upgrade erroor after upgrading to ios9

I've followed the link "If the Slide to Upgrade screen won't go away after you update to iOS 9 - Apple Support" But this doesn't help - I cannot backup because the iPAD has not completed setup. I cannot Restore because it says I have to turn "Find my iPAD" off - I cant because the iPad is frozen.

I've done everything Apple support recommended including restoring my iPad completely and it's still stuck!  I was told by an adviser I have to wait for the next iOS upgrade!  I am so angry as my iPad is unusable.
